Emergency/Hazardous Weather Guidance Policy
Liberal Leave or Office
Closure
The OFEB
will serve as a central point for gathering and sharing decisions
with regard to federal agency liberal leave or office closure
information during broad emergency situations or potentially
hazardous weather in Oregon and SW Washington. This will
be done by consulting a core group of key local federal leaders
and then reporting their decisions via the OFEB website,
phone line and e-mail, beginning at 5:00 a.m. or within one
hour following an incident. If Internet or telephone service
is disrupted, local news radio stations will be informed.
As federal agencies report back to us their condition, we
will continue to deliver updates on the established communication
channels throughout the emergency or weather alert.
Emergency situations may include: local
or regional U.S. Dept of Homeland Security
Severe Warning (Red), widespread power
outages affecting federal government
installations, natural or man-made disasters,
terrorism incidents, or other emergency
situations.
Hazardous weather conditions may
include: deep snow or intense
icing conditions with the capability
for prolonged traffic interruption,
severe flooding, treacherous winds
or continuing high velocity gusts.
Once this information is
shared, it is the Oregon FEB's and GSA's policy that local
federal agencies are responsible for the decision as to whether
closure, late arrival, early dismissal or liberal leave will
be enacted for their Non-Emergency Federal Personnel, based
upon their own policies.
