On May 31st, 2006, Instructor Annette Moser-Wellman led 50 federal employees through her unique process delving into how highly creative people in the arts and sciences get their best ideas, and how to apply this creativity in your work and personal life. Ms. Moser-Wellman, President of FireMark Inc., an innovation consultancy that works with some of the world’s leading companies, including The Coca-Cola Company, The Starbucks Coffee Company, Kraft Foods, Georgia-Pacific, The Ford Motor Company and many more. Based on her research of creative genius in the arts and sciences, Ms. Moser-Wellman’s book, The Five Faces of Genius; Creative Thinking Styles to Succeed at Work (Viking/Penguin), demonstrates how people can learn to invent from the greats of history. “You can’t over-communicate to employees,” Linda Goodman, Regional Forester of the U.S. Forest Service, Region 6 told her colleagues. This and many other lessons learned were shared amongst local federal executives at the Oregon Federal Executive Board’s FEB Forum, held April 29th, 2005 at the Governor Hotel. The morning opened with a presentation by Claire Gibbons, Project Manager of the Human Resources Lines of Business, Office of Personnel Management (OPM). Claire explained the government-wide movement toward shared support services. Ms. Goodman and Elaine Marquis-Brong, State Director, Bureau of Land Management (BLM), followed with their insights from the completion and implementation of major competitive sourcing studies. They also detailed the collaboration that BLM and the Forest Service have undertaken via their “Service First” initiative. The partnership goes so far as to include these directors of two of the largest local agencies having adjacent offices and a shared reception area. During the lunch hour, Dr. James Thurber, political analyst and professor at American University, reviewed via conference call the status of the political climate in Washington and the potential impact of the FY 2006 federal budget. He was unable to attend in person due to a late injury. On February 16th, 2005, t he Oregon FEB welcomed officials from the Office of Personnel Management (OPM) to share the latest updates on federal policy with regard to personnel issues in emergency planning, and the array of hiring flexibilities available to federal HR departments today. The morning symposium was led by Ray Decker, Deputy Associate Director, Center for National Security at OPM. He reviewed OPM's role in emergency planning, and some issues managers should consider in the event of an extended relocation to an alternate worksite. OPM Emergency Planning Presentation, 2-16-05 (PPT) The afternoon symposium focused on the wide variety of hiring flexibilities that OPM has initiated over the past few years, to help the federal government ensure that "the right people are in the right place at the right time to accomplish the mission" of the government. Kevin Mahoney, Deputy Associate Director, Center for General Government, opened with the broad perspective on the direction OPM is headed with respect to Human Capital Management and how that fits into the President's Management Agenda. Jason Parman, Management Operations Officer of the Kansas City Section office and William E. "Skip" Harrison of the San Francisco field office split time after the break sharing details on everything from veteran's preference and direct hire authority to category rating procedures. Paula Gradwell of the Federal Retirement Thrift Investment Board gave a concise, informative and sometimes entertaining overview of the Thrift Savings Program (TSP) to over 800 local federal employees thirsting for TSP enlightenment.
